FEMA has been tracking this data for decades, and the pattern is clear. Flooding doesn't respect map boundaries, and in Central Texas, it doesn't take much to turn a dry street into three feet of rushing water.
If you're assuming you're safe because your mortgage lender didn't require flood insurance, you're betting your biggest asset on a statistic that isn't in your favor.
Why Austin Homes Flood Outside "Flood Zones"
Central Texas sits in what's meteorologists call "Flash Flood Alley." When thirteen inches of rain fell over Memorial Day weekend in 2015, homes flooded in Onion Creek, Mueller, and Circle C Ranch that had never seen water before. The Halloween floods of 2013 caused over $100 million in damage, and 70% of affected homeowners had no flood coverage at all.
The hard truth? Most Austin flooding happens where people least expect it.
What Your Home Insurance Actually Covers - And What It Doesn't
Our standard homeowners policy covers burst pipes. It covers rain that comes through a storm-damaged roof. But here's what it almost never covers: rising water from outside, overflowing creeks, flash flooding that comes through your front door, or drainage backups.
Water from above, covered. Water from below, you're paying out of pocket.

Just One Inch of Water
FEMA calculates that a single inch of water in an average home causes more than $25,000 in damage. At three inches, you're often looking at six figures. Your Flood Insurance Options
If you're outside a designated flood zone, you have two paths:
The National Flood Insurance Program (NFIP) is the federal program most people know. Coverage maxes out at $250,000 for your home and $100,000 for contents. There's a mandatory 30-day waiting period before coverage starts. Outside flood zones, expect to pay $400-$700 annually.
Private flood insurance is the option many of my clients don't know exists. Carriers like Lloyd's of London and Neptune offer higher coverage limits, replacement cost on contents, and sometimes even cheaper rates than NFIP. Waiting periods are often shorter too—typically 10-14 days instead of 30.
For homes valued above $500,000, which is most of Austin now, private coverage often makes more sense because NFIP limits simply aren't enough.
The Thirty-Day Rule That Catches Everyone
You cannot buy flood insurance when a storm is in the forecast. The coverage doesn't begin until 30 days after purchase for NFIP policies, and even private policies have waiting periods.
I've taken calls from homeowners watching weather reports, hoping to get immediate coverage. By then, it's too late.
A Circle C Ranch Story
The Harrisons bought a $725,000 home in a "low-risk" area and assumed they were safe. After we talked through their overall coverage, they added private flood insurance at $680 per year. It seemed like extra money for something they'd never use.
Eighteen months later, record rainfall overwhelmed neighborhood drainage. Six inches of water destroyed their finished basement. Total damage: $78,000.
Their private flood insurance paid $75,000. They paid a $3,000 deductible. Without that coverage, they would have faced the full $78,000 loss themselves.
The Real Question
